By public transport :

The campus is served by the Albatrans and Transdev networks, via the Joliot-Curie stop:

  • Line 91.06 connects the campus to the RER B and C Massy-Palaiseau stations, in about 25 minutes.
  • Line 91.10 connects the campus to the RER B and C Massy-Palaiseau stations (25 minutes), and to Paris Orly international airport (60 minutes).
  • Line 9 connects the campus to the RER B station Le Guichet, in about 15 minutes.
  • Line 11 connects the campus to the RER B station at Gif-sur-Yvette, in about 15 minutes.

By personal vehicle :

The campus is accessible by road via the N118, exit 9: university centre, Orsay - Le Guichet, Gif-sur-Yvette.

Bicycle parking is also available on the campus.

You have the possibility of giving a proxy to a third person so that this person carries out the inventory of fixtures of your accommodation in your place. This is possible for the inventory of fixtures at the entrance as well as at the exit. Fill in the model of the power of attorney letter (click here) and contact the rental management office at gestion@cesal.fr to send them the signed document.

The social housing offered by Césal is approved by the Caisse des Allocations Familiales (CAF).

By renting one of these dwellings, you can therefore claim the Aide Personnalisée au Logement (APL). Private housing is eligible for the Allocation de Logement à caractère Social (ALS). Please note that the amount of assistance varies according to the income of the tenant and may differ between tenants of the same property.

Your rent certificate is filled in automatically by us and sent to you by e-mail when you move in.

This document varies according to the residence where you live. The residences I, II, III and IV, whose housing is social (so-called conventionnés), will show the housing as bare, while the residences Joliot Curie and Le Mail, whose housing is private, will show it as furnished.

The amount taken into account by the Caf to calculate your assistance also differs according to your residence. In a social residence, only the amount of the main rent will be taken into account. However, the amount of the charges will also appear on your rent certificate, for information purposes only. As a subsidised dwelling is considered to be bare, the box "if furnished: amount of charges included" will be empty. Please note that the amounts of ancillary services and the furniture rent will not appear on this rental certificate and are not taken into account in the calculation of your aid by the Caf.

In a private residence, the following elements are taken into account by the Caf in the calculation of your aid: main rent, movable rent, recoverable charges. Your rent certificate will therefore be filled out according to this rule.

As soon as you move in, Cesal will provide you with a rent certificate to give to the CAF. This is the only document provided by Cesal that you will need. If the CAF asks you for a direct payment certificate, please check that you have filled in all the information about Césal that the CAF requires. In particular, it is essential to provide the SIRET number. If, despite everything, the CAF persists in asking you for a direct payment certificate, we invite you to send them a second time the rent certificate.

Linked by an agreement with the CAF, the Césal Association directly receives aid from tenants living in social residences (Residence I, II, III and IV). The amount of your aid is then immediately deducted from your next payment notice.

On the other hand, tenants living in private residences (Résidences Joliot Curie and Le Mail) will receive their grants directly into their bank accounts. We are therefore not involved in the process (apart from providing you with a rent certificate when you move in) and we have no visibility on the aid that is allocated to you.

During my stay

The apartments rented by Cesal are payable "in arrears". This means that the rent is paid between the1st and the 5th of the current month. At the end of the current month and under the condition of payment, a receipt will be issued. The due date notice is divided into two parts. The left-hand side shows the total amount of the instalment (reference period indicated at the top of the document). The right-hand side shows the resident's rental balance (this is where any housing benefit received will appear, as well as the balance carried over from the previous month, if applicable). The balance of the resident's account is at the bottom of the right-hand section. A negative balance indicates a debit balance and therefore a rental debt to Césal, whereas a positive balance is a credit balance, and indicates an overpayment which will be deducted from the following month's payment notice.

 

The breakdown is as follows:

- The main rent: calculated according to the useful surface of the dwelling and increased by the price of renting the furniture (called the "furniture rent" on the payment notices).

- Recoverable service charges: taking into account the elements listed in Decree n°87-713 of 26 August 1982(https://www.legifrance.gouv.fr/loda/id/LEGITEXT000006066149/)

 

Please note: a fixed charge means that there will be no adjustment at the end of the lease.

Ancillary services: these include the provision of common premises, reception and mail services, security and surveillance services for the residences (personal assistance and risk prevention), psychological support services, and the operating costs of the Césal Association.

In individual housing, each resident signs a lease of his own, which describes the private part he has, the individual rent he pays, and the terms and conditions of use of the common parts.

 

In joint tenancy, each flat is subject to a joint lease for all the tenants. This implies solidarity and indivisibility of the co-tenants with regard to the payment of the rent for the entire flat.

The entire property is rented to the flatmates who share the payment of a total rent. They divide the accommodation between them as they see fit. If one of the tenants leaves, the remaining tenants are liable for the full rent and the lease continues under the same conditions.

In the case of a shared tenancy, the departing co-tenant, in the event of the arrival of a new co-tenant, is no longer bound to pay the rent jointly and severally at the end of the notice he or she has duly given. Failing this, joint and several liability ceases at the latest six months after the effective date of the notice. 

Yes, you must take out a comprehensive home insurance and third party liability policy covering the entire period of your lease. You can choose the insurance company of your choice, or use our partner Studcorp (click here) if you wish.

Flatshare :

The insurance can be taken out by a single flatmate to cover the whole flat. In this case, the names of all the flatmates must be included in the contract. In the event of a claim, all the flatmates will have to contribute to the compensation of the damage.
It is also possible to take out an individual insurance policy. If you choose this option, each contract must cover the entire surface area of the flat, which is indivisible. It is a good idea for all flatmates to take out insurance with the same insurer to make it easier to deal with any claims.

Yes, each accommodation is equipped with basic furniture only: bed, desk, chair, storage, refrigerator. In accordance with the regulations for subsidised accommodation, our accommodation is not equipped with crockery (except in private residences), linen (especially bed and bath linen) or cleaning materials.

To make yourself at home, do not hesitate to buy some extra furniture. When you leave your home, you should take this furniture with you. However, for safety reasons, the addition of high-powered electrical appliances is prohibited.

There are several ways to pay your rent:

Cesal encourages its tenants to pay their rent by direct debit. Simple and requiring no recurring action on your part, it is a reliable, secure and entirely free method.

 

However, you can pay your rent

  • By bank card
    • Directly to the rental management office
    • Online, via your resident area (click here))
  • By bank transfer. Each transfer you make must specify the following information: first and last name of the resident, room number of the resident, reason for the transfer

Any transfer that does not include this information will result in a longer processing time.

 

Please note that it is not possible to pay your rent by cheque.

You can change your accommodation while your lease is still in effect by going to your resident area and clicking on "reserve". The reservation system will propose available accommodations at the desired dates. When you validate your reservation, a notice will automatically be placed on your current lease. All you have to do is sign it electronically. Our managers will then contact you to validate your file and to schedule an appointment for your exit inventory of fixtures, then another for your entry inventory of fixtures (these will take place on the same day).

 

Please note that Cesal reserves the right to accept or reject any transfer request. Also note that a transfer may affect the housing subsidies (click here) that you may receive, as well as the choice of your guarantor if it is moral. 

Yes, our maintenance service is available to you at any time. To contact them, please send an email to maintenance@cesal.fr explaining the problem you are experiencing.(OR To report a technical problem, go to your resident's area, heading "maintenance").

Césal also offers T-Room, a room service that allows for optimal maintenance of the accommodation and guarantees the comfort of our residents throughout their stay.

In the event of a technical emergency, contact the Security HQ immediately.

Please contact the technical service via your resident space, in the "technical interventions" section, explaining the problem you are experiencing.(OR To declare a technical problem, go to your resident space, "maintenance" section).

Your request for intervention is proof ofthe technician's authorization to enter your home.

Furthermore, for the room service: T-Room, an e-mail will be sent to you to inform you of their visit. If you do not object, the technicians will have the right to enter your home.

You must contact the PC Sécurité click here (06 69 94 10 88). The latter will be responsible for notifying a Cesal technician so that he can intervene.

Yes, it is possible to reserve the Agora room and the Caesal grounds. All you have to do is send an email to the person in charge of the environment at the following address: cadredevie@cesal.fr (click here)

We inform you that no animals (felines, canines, reptiles, birds, etc.) are allowed in your accommodation. Thank you for your understanding.

Some campus residences are equipped with video surveillance cameras and access control to enter your building.

For your safety, Césal provides SSIAP agents who are available 7 days a week, 24 hours a day. If you encounter any problems, do not hesitate to contact them by telephone: 06 69 94 10 88 or to go to their dedicated post: the security centre. 

In addition, the person in charge of the living environment is at your disposal. You can contact him at the following e-mail address: cadredevie@cesal.fr. He will help you if you encounter any difficulties during your stay on campus. 

Within Césal, there are rules of procedure which you will find below:

We would like to inform you that there are rubbish bins (click here) available in each residence. We encourage selective sorting, which is why we have set up an oil bin, glass, yellow and black bins and a bulky goods area in Residence I.

The common areas are cleaned once or twice a week. If you notice any damage or a lack of cleaning in the common areas of your residence, please contact the person in charge of the living environment at the following e-mail address: cadredevie@cesal.fr. (click here)

If you find that your usual monthly benefits have not been paid, please contact the Caf. They will be able to explain the reason for this. In particular, check that there is no error in your file.

In any case, do not deduct the amount of your subsidies from the amount you will pay to Cesal, otherwise an unpaid balance will appear on your rental balance. As stated in your rental contract, the rent is payable :

  • In its entirety
  • Before the date specified on your due date notice

Future adjustments to your aid will be deducted from your next instalment notices.

If you are experiencing financial difficulties that prevent you from paying your rent in full, please contact the rental management directly and they will be able to direct you to the appropriate solution.

After my stay

You can leave the residence during the course of the lease, or at the end of your contract. In any case, please inform the Césal rental management office by registered letter with acknowledgement of receipt, by hand-delivered letter, or by e-mail to gestion@cesal.fr. The notice period, in the event of departure during the lease, is one month (in accordance with article 15 of the law of 6 July 1989).

It is necessary to make an appointment for an inventory of fixtures at the end of which you will return the key to your accommodation and, if applicable, the key to your letterbox and your means of access to the car park. We strongly advise you to make an appointment as soon as possible to guarantee you a comfortable slot.

Note that when you leave, you must inform your correspondents that you are no longer living in Césal (e.g. bank). Also remember to cancel your home insurance!

When you check out, if any damage is found in your accommodation, we will charge the cost of repair to your security deposit. You can consultthe repair rates (click here) and the good resident's charter (click here).

The rental of our accommodation is subject to a security deposit which is cashed when the lease is signed. This sum is returned to you by bank transfer within 31 days (one month) of your departure. If at the time of the inventory of fixtures, it is noted that you have damaged and/or soiled your accommodation, all or part of the deposit will be retained by Césal to cover the cost of restoring the accommodation. We have a period of 2 months to reimburse your security deposit. It is the tenant's responsibility to take care of his or her accommodation during the entire period of occupation.

 

In the case of shared accommodation, the security deposit is returned to the person who paid the deposit when the lease is signed.

 

Please note that the security deposit is not used to pay the last month's rent.

The APL is only paid if you stay the whole month. Any aid received unjustly by Césal will be immediately reimbursed to the Caf. In order to avoid or suspend any reminders from the Caf, Césal can send you proof of reimbursement.

Your rent, on the other hand, is due in full (without deducting any aid you may have received to date) between the1st and 5th of the current month. However, the amount actually invoiced will appear on your exit statement, in proportion to the number of days you have occupied the accommodation. The excess amount paid will be reimbursed to you at the same time as the balance of your security deposit.
